Protect Duty- Martyn’s Law

 

The Government has published the draft Terrorism (Protection of Premises) Bill, widely referred to as ‘Martyn’s Law’, named after 29-year-old Martyn Hett who was one of 22 people killed in the 2017 Manchester Arena attack. It would require venues with a capacity of more than 100 people to draw up plans to prevent and respond to terrorist acts.

Who will this apply to?   

The proposals apply to premises which are accessible to the public, are used for entertainment and leisure, retail, food and drink, museums and galleries, sports grounds, public areas of local and central Government buildings, visitor attractions, places of worship, health, and education establishments, and where the public capacity is greater than 100 individuals.

How will it work?   

A tiered model has been established, linked to the activity that takes place at a premises or event and its capacity:   

  • A standard tier. A premises with a maximum capacity of 100 or more individuals. Requirements will be simple, effective activities to improve protective security and preparedness. For example, staff awareness training.

  • An enhanced tier. Premises and events with a capacity of 800 or more individuals. This could include live music premises or events, theatres, and department stores.

A new online platform- ProtectUK- has been developed to support all those seeking to enhance their protective security.

ProtectUK is a central, consolidated app based hub for trusted guidance, advice, learning and engagement with experts in security and Counter Terrorism.
